#1976: breaks_menu tests use the English interface

The Breaks menu tests look for English labels, but an integration test
links the library without cfg(test), so WordApp followed the machine's
interface language and both tests failed on a Polish Windows. Set the
app's language to English in layout_tab(), as native_print already does.
