Timeline: a bin click is pressed and released on the bin, while the bin has the pointer (#1826)

A press on the ruler right beside the marker bin, released a few points
away on the bin, is still a click, and it counted as one on the bin; two
of those added a marker. A click now counts as the bin's only when both
its press and its release are on the bin, in a frame when the bin is
enabled and has the pointer (not a popup above it).
