FredApps 0ec30fcf7c Merge storytold/main into codex/gpu-viewport-streaming ...

Main moved the GPU canvas into canvas/gpu_canvas/* and gained its own
budget, LayerFit and background-redraw machinery. Conflicted files take
main's version; the viewport streaming is re-integrated on top of main's
budget in the following commit.
