FredApps 25f21db893 Revert "Stream native PSD and EXR imports through bounded seekable bands" 
This reverts commit 89ed4cb284 from the
#5332 branch so the GPU viewport streaming lands standalone. The import
work is rescoped separately in #5331 (EXR streaming only).
