Windows exporters map the hyphen of an Arial they don't embed to U+00AD in /ToUnicode. The CFF standard substitute has no soft hyphen, so the CID was taken as its glyph index and drew an unrelated glyph (an Ë, or ! in bold). ISO 32000-2 Annex D.2 calls the soft hyphen typographically the same as the hyphen, as patch (30) already reads WinAnsi 0xAD: draw the substitute's hyphen. The text keeps U+00AD.
