When Type 3 font glyphs are removed during redaction or sanitization:
- Prune unreferenced Type 3 font names from page and form resource dictionaries.
- Track surviving Type 3 glyph usage across reachable resource holders.
- Unlink unused glyph programs from CharProcs and prune their exclusive graphical resources from font Resources.
- Remove completely unused Type 3 fonts from resource dictionaries.
- Ensure surviving glyphs remain functional.
- Fail closed if safe Type 3 font cleanup cannot be established.
- Add unit/integration tests verifying that unreferenced Type 3 glyph programs and exclusive resources do not survive in a full save.
