Martin BallandClaude Opus 5.5 576cf914e3 CP4.2/CP4.4: craft_proof::packs reads installed Language packs; only en-* embedded by default ...

- packs::set_packs_dir / reload / installed / licence_texts / load_errors / embedded_locales
- spelling lookup: dictionaries folder -> installed pack -> system Hunspell -> (English) core list
- hyphenation: installed pack patterns before the embedded ones, reloaded without a restart
- hostile packs: size caps, no symlinks, pack.toml path traversal rejected, errors reported
- build.rs embeds only en-* unless CRAFT_PROOF_EMBED names more (Language builds)
