Tanish Manku 984e8d3845 mcp: project context, constraints, and one-time infra request ...

Adds mcp/CLAUDE.md as the standing context for the Artcraft MCP server:
hard constraints (no Rust changes, no webapp changes without approval,
library OAuth server, Workers hosting, read-only M1), the verify-as-you-go
working method, the environment model (bindings not branches, fake
upstream), the architecture seams, verified upstream API facts, client
requirements, security rules, and the API-shape source-of-truth rule.

mcp/docs/infra-request.md batches the one-time Cloudflare, repo-secret,
and Google console asks for the backend team. Root CLAUDE.md gains the
mcp/ entry in the project tree.
