Hypothetically this unblocks native rustls over IP address. If so, we can drop native OpenSSL and Ubuntu packages and make a much simpler build. See this issue: https://github.com/launchbadge/sqlx/issues/1095#issuecomment-798050828 Had to deal with a few migration issues, - changes to transactor types: https://github.com/launchbadge/sqlx/issues/2606 - changes to sqlx_core that impacted our serialization/deserialization macros
