it'd be good to use the same token values in tests, dev seed tools, etc.

this should be a threadsafe, resettable, deterministic RNG

Brandon Thomas bd4644098f Upgrade sqlx to latest (0.7.2) 
Hypothetically this unblocks native rustls over IP address. If so, we
can drop native OpenSSL and Ubuntu packages and make a much simpler
build.

- changes to transactor types:
