where the metadata didn't include the bucket path for the file.
Then we didn't pass the correct upload path with the file name

Brandon Thomas bd4644098f Upgrade sqlx to latest (0.7.2) 
Hypothetically this unblocks native rustls over IP address. If so, we
can drop native OpenSSL and Ubuntu packages and make a much simpler
build.
