Brandon Thomas b91d75b6cc get rid of "CommonWebError" for "AdvancedCommonWebError" (#1566) 
This error type is better behaved and integrates well with our pager /
alerts system.

We'll later rename AdvancedCommonWebError back to CommonWebError
