Switch from native TLS to rustls
This should make for smaller and simpler binaries.

Upgrade sqlx to latest (0.7.2)
Hypothetically this unblocks native rustls over IP address. If so, we
can drop native OpenSSL and Ubuntu packages and make a much simpler
build.

- changes to transactor types:
